Week in Review
On the 700 MHz front, PK has heard that FCC Chairman Kevin Martin will either today or Monday circulate a draft decision laying out rules for the upcoming 700 MHz Broadband auction. We are hearing a lot of rumors, but don't know exactly what the substance of the draft will be, particularly with respect to open access requirements for half of the spectrum. As we have previously stated, the Public Interest Spectrum Coalition, of which PK is a part, believes that open access is the best way to promote competition and foster better service for broadband wireless users. John blogs that cable companies are promising rate hikes in response to the FCC's failure to waive set-top box requirements. Cable companies have argued [again](http://www.forbes.com/feeds/ap/2007/07/04/ap3884301.html and again that these new requirements will force them to raise monthly bills for cable consumers. However, as we have said before, open standards will introduce new competition and quickly lower prices for consumers.
