Commissioner Baker Continues The Spectrum Discussion Started By Blair Levin

Last year when Blair Levin first started talking about reclaiming broadcast spectrum for broadband (now known as the "incentive auction" proposal), he made it clear that the FCC needed to reexamine all of its existing spectrum allocations. "Everyone should be worried," Levin responded to those who accused him of picking on broadcasters. Since then, however, the broadcast bands and federal bands have remained the focus for reallocation and auction.

Public Knowledge Praises Expected FCC Action On Bill Shock

The following statement is attributed to Gigi B. Sohn, president and co-founder of Public Knowledge:

“We very much appreciate the action the FCC is expected to take tomorrow to protect consumers with wireless devices.  Telling consumers promptly and in an understandable fashion when they are about to incur higher-than-normal charges is a modest requirement that will reap enormous benefits in customer goodwill.

 “At the same time, we continue to urge the Commission to act on another item that would benefit wireless consumers – the petition we filed three years ago to provide legal protections for the content of text messages and for short codes. 

“As with the problem of informing consumers of unusual charges on their bills, the protection of texting is too important to be left to the whim of the wireless industry.  We are pleased the FCC will act on the first; we eagerly await action on the second.”

Public Knowledge Endorses Bill Shock Legislation

Public Knowledge said yesterday that legislation by Sen. Tom Udall (D-NM) to curb wireless bill shock “will go a long way toward protecting consumers by shielding them from excessive overage charges and service fees.”

In a letter to Udall, PK President and Co-Founder Gigi B. Sohn said that the government’s role in protecting consumers “cannot be overstated.” She noted that the investigation into Verizon’s overcharging of consumers and subsequent refunds shows that actions must be taken to clarify potential fees to consumers.

Earlier today, the Government Accountability Office released a report, “Enhanced Data Collection Could Help FCC Better Monitor Competition in the Wireless Industry.”  A copy of the report is here.

When Federal Communications Commissioner (FCC) Michael Copps issued a brief, two-sentence reaction to the news of a policy agreement between Verizon and Google over Net Neutrality, he deliberately emphasized one word.  In bold face and italics, Copps said that a “decision” had to be made, to guarantee an open Internet.

"Some will claim this announcement moves the discussion forward.  That’s one of its many problems.  It is time to move a decision forward—a decision to reassert FCC authority over broadband telecommunications, to guarantee an open Internet now and forever, and to put the interests of consumers in front of the interests of giant corporations.”

Why I'm Amused Rather Than Outraged Over New "Industry Negotiations" -- And What The Democrats Need To Understand

I occassionally suspect my colleagues in the Public Interest community lack a sense of humor -- although perhaps it is simply that I am in a more relaxed frame of mind after my annual vacation from the 21st Century. I am neither surprised nor outraged at the recent news that members of the Information Technology Industry Council (ITIC) are picking up where the FCC "secret meetings" left off and trying to come up with a net neutrality consensus framework. To me, it seems rather sad and funny. My only surprise is that even in Washington, the notion of an industry trade association working with its members is anything unusual or significant. I mean, that's what industry trade associations do after all.
