    The last day of the 16th meeting of WIPO's copyright committee has just begun. As we listen to a presentation on WIPO's arbitration and mediation center, we've been handed a set of draft conclusions for the meeting.

    There's still some discussion, including NGO comments on the broadcast treaty, to come, but here's the draft conclusions, which will be discussed towards the end of the day.

    STANDING COMMITTEE ON COPYRIGHT AND RELATED RIGHTS

    Sixteenth Session, March 10 to 12, 2008-03-12

    DRAFT CONCLUSIONS

    Protection of audiovisual performances

    The outcome of the deliberations in the course of the sixteenth
    session of the SCCR will be reported to the General Assembly.

    – The Delegations who took the floor expressed their willingness to
    take up further discussions on the substance, with the aim of finding
    a way forward. Some Delegations stressed the importance of finding a
    way to resolve the outstanding substantive issues.

    – The Secretariat was requested to prepare a factual document
    summarizing the outcome of the activities organised in accordance with
    the request of the General Assembly.

    – The Secretariat will continue to organise seminars on the regional
    and national level, and was requested to organise an information
    meeting in the context of the next session of the SCCR.

    – The matter will be maintained on the agenda of the next session of
    the SCCR.

    Exceptions and limitations

    The basis for deliberations of the SCCR on this item was the proposal
    made in the present session by Brazil, Chile, Nicaragua and Uruguay,
    which elaborates further the proposal by the Delegation of Chile (SCCR/
    13/5). Many of the Delegations who took the floor supported the
    proposal, emphasized the importance of it and expressed their
    willingness to participate in the discussions on this issue. Several
    Delegations underlined the need for speedy action to improve the
    access of visually impaired persons to protected works.

    – The Secretariat was requested to make, in addition of the existing
    study reports, a study on exceptions and limitations for the benefit
    of educational activities, including distance education and the trans-
    border aspect in it.

    – The Secretariat was requested to organize, in conjunction with the
    next session of the SCCR, an informative session on existing and
    forthcoming studies.

    – The Committee will prepare a more detailed work plan on this item in
    its next session.

    – The matter will be maintained on the agenda of the next session of
    the SCCR.

    Protection of broadcasting organizations

    – The Delegations who took the floor expressed their interest in
    continuing the work on this item.

    -The matter will be maintained on the agenda of the next session of
    the SCCR.

    Future work of the Committee

    -Consideration on the future work and the work plan of the Committee
    will continue in the next session of the SCCR, on the basis of the
    outcome of the discussion in the present session.
