    “The Commission has set an important precedent today. By taking the steps to make sure that competitive carriers have access to some of the spectrum that is going to be cleared in the upcoming broadcast incentive auction, it has recognized that low-bandwidth spectrum is particularly valuable, and that a prerequisite to protecting competition is to make sure that all carriers can access the spectrum they need to provide service. 

    “Not everything in the Commission's order today is perfect. We would have liked to see even more spectrum dedicated to competition, and improvements to the Commission's overall spectrum holdings policies.”
