Public Knowledge Welcomes Joint Report Targeting Botnets and Other Threats to the Internet Ecosystem

    Yesterday, the Department of Homeland Security and Department of Commerce jointly published a “Report to the President” entitled, “Enhancing the Resilience of the Internet and Communications Ecosystem Against Botnets and Other Automated, Distributed Threats.”

    The report follows Executive Order 13800, “Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure,” which required that the Departments develop the report in collaboration with other departments and agencies and non-governmental stakeholders.

    The following can be attributed to Megan Stifel, Cybersecurity Policy Director at Public Knowledge:

    “We applaud both the Department of Commerce and Department of Homeland Security for acknowledging that consumer privacy must be considered and addressed in developing and deploying innovative technologies to combat botnets and other threats to the internet ecosystem. We are particularly pleased to see the final report also reflects several of our other comments on the draft report.

    “Further, we appreciate the report’s measured approach to liability, which recognizes that in pursuit of enhanced cybersecurity, a delicate balance must be struck between imposing liability to correct market failures while also benefiting consumers and minimizing costs and barriers to entry. Public Knowledge joined the multistakeholder efforts undertaken to develop the report and will work to support its implementation for the benefit of all members in the internet ecosystem — especially consumers.”
